Always out lap + formation in race

Me and my buddy play online together through hamachi and whenever I make the server, the race includes an out lap, formation lap, and then the race starts.

I've tried playing with the settings and the .plr file. Whenever he makes the server the start is straight business.

Do you guys have any clue how to fix this?
 
You have to set your server to those settings, your mate is using. In PLR you have:
MULTI Reconnaissance - set it to 0
MULTI Formation Lap - set it to 0 (so you will get standing start with no FL)
