Can car Upgrades be track dependant?

I have a series of cars that ran different upgrades at several different tracks and I would like to be able to match the particular upgrades that they used depending on the track.

Can this be done

I already have it so that they run an alternate liveries depending on the track through the VEH file for each car.
 
Yes it can be done as it was in rF1, pull apart the new Formula ISI car to see how.

LOL just noticed this is *in* the rF1 section, my fault I just click on the 'new posts' link and keep forgetting there are sometimes some rF1 posts mixed in there. :) Seeing as you're an Aussie take a look at OSRM's V8Factor for an example of how it's done. :)
