Downloader for tracks and series?

I was watching an insidesimracing.tv video a few weeks ago and heard about a downloader of some kind that made it easier to install a lot of the tracks and series that one can have with rFactor.
I cannot find the video again to track this down...and don't see it on the rFactor Central site.
Can someone direct me to this please? I'm expecting to buy a second copy of rFactor and would like to use it to install the tracks and series that don't come with the game.

Nevermind...I believe this is it:

I believe this involves a change made during summer of 2010.
I've owned rFactor since it came out...but have done very little online racing. This all sounds like the downloader used to be part of an online portal for rFactor called SimRaceway, but is now at rFactorCentral.
