anyone ever seen these settings before? And where did they come from

Certain mods add that sort of control to the menu's . I believe the FS1mod may do it and some rally mods, but it only works for that particular mod.
 
They are all settings in your controller.ini. The default rFactor GUI doesn't show them, some custom GUIs have added them in - not 'manually' as such, they're sitting there in the rFactor code ready to be used (been a while since I played with the GUI, but if you enable and check the log you can see the 'unused' elements).

I don't think there is a newer version, but this one worked for me for a while until the proper RealFeel setup made this obsolete for me.
