Help about Scoring

Maybe this is a stupid simple question, but for me it's one of the biggest mysteries about rFactor.

I am trying to figure out where I find the scoring and how it works. The thing is I am trying to submit tracks to use at a site but I need to do a few things on my own to prove that the track is worthy to play with.

I can do everything except to submit my review for 'SCORING' and second is the 'PENALTIES'

People (not from here) tell me what I have to do in testing but seem to fail and tell me how to see rFactor's scoring
 
Scoring "way points" is what we are to check for about a track.
