Help and Advise Needed: Can Cars and Tracks Mods be done using Solid Edge?

Hi, I am new to this and have intention to use Solid Edge to do car and track mods.

Can anyone here share with me is there a converter for the rf plugins for the mod to be use on STEP file format? Or any converter I can download to convert the models done with Solid Edge to 3DS Max format.
