Is there a way to set the ingame chat so that it only works with admins, thanks.

Not by default, it would have to be a 3rd party addon.

Oh sorry, i assumed you knew 
you can chat privately to other drivers by using /w name text
example:
/w Hutch-SCO hi mate
/w Denstjiro leave me alone!
When people have 2 names you only need to type the full name 1 time, after that just use the first name.
/w Denstjiro Ganriu can become /w Denstjiro after the first time.

Nah what i want to do is stop all the racers from talking and make it it so only admins can do so

Tell them to shut up or else....
No i dont know the solution to that. one could change their chat-settings to have the chat appear in certain sessions or not at all but that is done via the client and not through the server settings.
