Only 1 Person can join on server [Problem]

Hey,
I want to race with a friend online. The problem is: Only one people can join. The other people see this:




Anyone know why?

Sounds like they have spectator mode enabled possibly. It is set on/off in the Online Options.
 
No it's off :/

Edit: With standard ISI tracks like Jacksonville it works. :/ I don't know where is the problem :(
