rFactor - Win 8.1 (Fullscreen Issues)

So for the last hour I have tried running the game in 1920x1080 FullScreen modifying the config.ini file, rFconfig etc. but whatever I do it has a black boarder around the outside of my screen.

I have no issues with rFactor 2 whatsoever and some help would be greatly appreciated.
