I posted this at the SimXperience forums.
When the rFactor plugin is selected for a game profile in the Settings page the +fullproc command in the Advanced/Parameters window is wrong.
It is written as + fullproc instead of +fullproc.
There should be no space between the + and fullproc.
I only noticed this when I used the MSI Afterburner On Screen Display.
I set it to display CPU and GPU usage and temps.
I started the game through SC4 and noticed CPU 1 was 100% and CPU 2,3 and 4 were basically at idle.
I closed the game and started it with my desktop shortcut which has the +fullproc command and the CPU usage was spread more evenly across all cores.
It was then I noticed the command error in SC4.
I removed the space and the command worked when starting the game through SC4.
I looked at other plugins using the rF1 ISI engine and noticed there was no +fullproc command listed.
I'm not sure if those other games have the command built into the game or not but thought I would mention it.
