Found out about this from an eBay listing. Seems to have only been released in Japan. The original on arcade and the follow-up (93) released in 1994 for DOS. Some pics of the DOS version attached.
Screenshots on the box show a cockpit view. Prominent rev counter. I had a thought maybe it's a Revs clone/remake. I bought a copy.
