Teleport Function not working as expected

Hello,

I'm looking for an opportunity that drivers which are not driving their vehicle to the starting grid in time have to start from the pit-lane. Type of start on the dedicated server is "Formation/Standing" - drivers have to drive to the grid themselves.

To achieve this I did set the teleport-waypoint in the AIW Editor to the last waypoint before the pit exit and had the AIW editor create the teleport locations (see attached file). From my point of view this looks good. But unlikely vehicles which are not at the starting grid in time still being teleported to the starting grid instead the pit-lane. Any advise is highly appreciated.
 
As much as i know, the teleport locations are used for the flying start procedure, to notice when the green flag has to come out.
 
... and there is no other opportunity to have rFactor set vehicles which are too late in the starting grid back to the pit lane?
