Tree Texture Issue

I first discovered this problem with my old installed rfactor with many mods installed. I recently uninstalled rfactor and did a fresh install but am still having the texture issue. The mods I currently have installed are just a few tracks and historx v1.96.

Here is a screenshot of the issue I am having:

It doesn't happen on every track. It seems to mainly happen on rally/hill climb tracks.
Any help would be appreciated.

Run the rF Config.exe and set the Shader Level to Dx9.

Maybe you additionally will have to set the texture quality in game to a higher level.
 
It's already set to DX9 ;s
I've also already tried messing around with the ingame settings including putting the texture setting to it's highest and it didn't seem to make a difference ;s
 
Yep, I tried maxing out most of the in game settings as well as lowering them all ;s
 
Hmmm, here it makes a difference...

with these settings in the rf config:
