TV Style with windows 8.1?

Can't seem to get this to work. If i delete the d3d9.dll, rf works but if I leave it there my game crashes on start up. All of the files have full rights so it's not a permissions issue.

I have windows 8.1 x64, does anyone know a fix?
 
There are some Plugins that don't work with Windows 8 or 7, i think this one belongs to them.

But there are similar Plugins, like rFDynHud or GID available, maybe you try them out.
Because i don't use Plugins, i can't tell you which one works with W 8.1 but with Google-Help.... ;)
 
Damn, I really wanted to use the 1999 tv style plugin for onboard lap videos in the future.

There is no alternative or newer version? Hopefully they release it for rFactor 2.

As i said, i don't use plugins, so i can't tell you if rFDynHud or GID or what else is available, are customiseable.
Maybe you can give one of them a look like the style of 1999 just by changing settings or textures.
