He is referring to the OSC file that defines the UI in rFactor1. I don't believe there is a simple editor for building OSC files. If you open the file with a text editor you should be able to stumble around. It is a bit overwhelming for sure. I wanted to make a few small changes to a UI and finally just gave up.

Havent yet seen OSC file editor. I dreamed about some kinda editor while was modding the old F1 games years and years ago, did quite a lot UI editing but nowadays Im pretty bored with it (much more fun to make own games actually). Wonder if ISI guys got one...

Please do yourself a big faivor. Do not open it with an standard editor from Win/OS.
Try something like notpad++ its free.
After ask many questions,on many forums, how this work,and never get the right answeres. I spend much months to learn how the osc works.
I am sure i can help you with some changes. But pls not much,i am buisy with my own projects. Post PM.
