Outside car view?

I was wondering if anyone could help me with this. Is the a way to get an outside view of your car, like how it is in the Forza series or any other series that has a third person view for the car? Is there a mod for this or anything I can do in the settings? Any help will be appreciated, and I'll link a video as an example

The default keyboard keys for driving view are all around the page up, page down, home keys etc.
In game display settings you can set the default view there. And assign zoom in/out keys.

panning and zooming is default as well, the numpad on the right side, 9 to 1.
and there are additional cams when pressing insert/home/etc multiple times.
