It works fine on two of my machines. Let me know if it works okay for you.
All it does is wait until you hit the race button and then it hits Ctrl+F. Once it hits the hotkey it sets a flag to remind it that it has all ready turned on the FPS counter. So the next time you hit race it doesn't hit Ctrl+F again. When you exit a session this flag is reset so that when you start a new session it knows that it needs to turn the FPS counter on again.

It works but has bugs I never fixed. Actually, it would be easier to write in rF2. They have made some nice improvements to the plugin API for rF2.
